Amber Alerts and the Emergency Alert System

Amber Alerts are an emergency broadcast system used to alert citizens that a child is missing and in danger. Named after Amber Hagerman, all states utilize some form of the Amber Alert system. There is no national organization that determines one unified alert system, each state sets their own plan.


There are several methods used for broadcasting Amber Alerts. These include FM and AM radio, satellite radio, network and cable television, satellite television, and through the Internet. Emails and now mobile technology is being utilized to help spread an Amber Alert. Other methods include LED/LCD signs and billboards. Some Amber Alerts are sent as SMS or Text Messages to cell phones.


The police agency handling the child abduction and investigation determines the method used for broadcasting an Amber Alert. If there is suspicion that a child is being taken over state lines, police may coordinate their search efforts, including Amber Alerts, with other police departments. As each state sets their own plan, there are certain criteria that must be met before an Amber Alert is activated. These criteria vary from state to state.


Though each state sets its own plan, all states must follow guidelines that are set in place by the United States Department of Justice. This ensures that though each state has its own set of guidelines, none are vastly different from another. All Amber Alerts are broadcast through the Emergency Alert System. The Emergency Alert System was formerly used solely for weather emergencies, updates, and bulletins.

Many may remember the Emergency Broadcast System that was used between 1963 until 1997. The Emergency Broadcast System was replaced with the Emergency Alert System. Emergency Alert System is designed to ensure that the President may speak to the public within ten minutes of an emergency, though it has yet to be used by the President, it is frequently used for both weather and Amber Alerts.
